Is the IPCC TAR a consensus report?

Most scientists globally agree with the IPCC conclusions, see for instance

Although most scientists agree with the IPCC report, some organisations express skepticism towards certain conclusions regarding uncertainties, human influence, adverse consequences or actions needed.
